The offices that are opened the latest are the ones in the airports. I've gone to Dulles to ship stuff out in the evening several times.
Try the old main post office, at 2 Mass. Ave., NE. It's at the northeast corner of North Capitol Street and Massachusetts Ave. The train station, Union Station, is right next door.
