There are NO countries in Virginia. However, there are 95 counties and 39 independent cities in Virginia. An independent city has its own governmental structure - similar to that of counties.
The state of Virginia is divided into 95 counties. Loudoun county (my county!!!!) is the best. It is the most affluent county in the United States with a median income of $98k.
I am from Northern Virginia.
