PEPCO is the supplier to the White House. However, if there were an emergency situation, which interupted the electrical supply, back up generators would kick in. The back-up system is always ready & tested on a periodic basis.

if you are serious you may wonder if they generate their own power for security reasons....
None. They have their own plant and generators, with multiple backups

That way terrorists cant cut power to alarms and cameras
