Parking at Metro stations is free on the weekends. Park at a Metro station and take Metro into DC. Just make sure you leave by 10 AM Monday morning before they charge you $4.

Better park in Virginia and take the tram.That is if you are on the south side.
If you want to be in downtown DC, find a parking garage. There are several close to the White House. 15th St and F has one. There are about three in the downtown area. You could also park at the airport and take the metro in to DC or just park at the metro. Parking in DC itself is not cheap at all so watch out.
Its cheaper to park at a metro station and take the metro, you can also try a residential area with no zone parking. There are alot of parking lots downtown but they usually charge $10 or more to park daily, and some aren't open very late. Also meters are usually free on the weekends and weekdays after 6.
It really depends on what part of town you will be in and how convenient you need your car to be. If you're going to need the car every day, a local garage is going to be the best bet (unless you are in a neighborhood with ample street parking) because, even though it costs more, the extra time you spend on the Metro to pick your car up at the parking lot probably will not be worth the money you save. If you don't need the car every day, the Metro lot suggestions work pretty well but you are dependant on the Metro schedule to go get your car--- not convenient on weekends, especially if you have to change trains. The economy lot at National Airport is $10 a day--- another option for you.
Parking in D.C. can be next to impossible from April-September (tourist season). But our public transportation system (metro) goes everywhere! Just leave your car wherever you are staying and take the bus and train. Or, if you are flying into Reagan National it would probably be much more convenient for you to nix the rental car and take the metro from the airport.

If you insist on driving though, it can be done. Pay close attention to the fine print on parking signs, the hours and days vary. Side/residential streets are your best bet if you don't need a permit to park there. You can do a garage, but they are very expensive (ie: $15 flat) downtown. If you find a parking place, try to walk to wherever else in the area you'd like to go before coming back. DC is a beautiful city to just stroll in, and if you leave your space, you can bet it will be gone by the time you finish circling the block.

YOU WILL HAVE TO PARALELL PARK. There is no way around that, and it will be tight, so be warned. Also, driving in D.C. is very difficult if you're not from here. Traffic circles, narrow streets, one way streets, agressive drivers, etc. Very easy to get lost.

Also, meters are almost always free on weekends, federal holidays, and after hours (I think it's 5 PM, though it may be 6)
