You could try the James River in downtown Richmond where you'll find the only US City with Class IV and Class V rapids passing in the heart of town. Richmond is at 100 miles from DC.
Others
Harper's Ferry, WVa is great for tubing and white water rafting and this should be the start of the season up there. Try Butt's Tubes. They do rafting, tubing, etc. Pretty easy to get to; take I-270 from DC to Frederick then get on Route 15, then to Route 340 and you will be right there!

I would head north to the delaware water gap in the poconos of pennsylvania nice area, good white water for a 5-7 hour trip. Easy in and out and at this time of the year its not flooded with New Yorkers.
There is probably rafting on the Shenandoah or Potomac in Virginia. There's whitwater just a few miles upriver of DC at Great Falls - amazing views - and you can kayak there but I've never seen rafting.
