Travel Tips The Grid system in Washington, DC centers on the Capitol Building - by design of Pierre L'Enfant, who set up the organization of the city. Capitol Streets (North South and East) - split of the quadrants, and the mall west of the Capitol. so that Northwest is bounded by North Capitol Street on the East and the Mall on the South, Northeast is bounded by North Capitol Street on the west and East Capitol Street on the South, Southeast is bounded by East Capitol on the North and South Capitol on the West, and Southwest is bounded by the Mall to the north and South Capitol on the East. East-West running streets staring from the center are lettered (C street, F, Street, I Street, etc. but no J Street) Then named in alphabetical order beyond Z and North-South running streets are numbered 1st street, 23rd street, 14th Street, etc. And each street has it's quadrant, as does each address. All the Capitol Sts. radiate out from the center lines of the Capitol Dome.
