Crazy Washington DC drivers?

This is a serious question: why do many drivers in DC speed up to pass you on a multi-lane highway and then get right in front you and slow down, even when there are few other cars in sight? This has happened numerous times, when I was in different cars with different drivers.
If you do this... why??
Why are DC drivers such jerks? ... even the school bus drivers are a-hole drivers!

Other Travel Tips
Actually slower drivers are supposed to be in the right lanes. So if you're going slow enough where someone passes you while you're in the center or left lane, well they're mad so they speed up to pass you then slow down to aggrivate you hoping you will move over to the right, slower lanes. If someone wants to drive fast and you don't want to, please stay right.
Drivers here are crazy - especially in Virginia!!! You can be in the middle lane and they'll pass you on the right at 90 mph.
since DC is a metro area, people are ALWAYS trying to get from one place to another. it takes a lot of getting used to, but its really not as bad as cities like manhattan.
