In addition to the excellent suggestions that were included here I'd add a few more.

First of all, with teen boys, go to a Nationals' game. Especially on weekdays you can get very cheap tickets at the stadium, there are no really bad seats, and if you don't have a local major league team, or even if you do, it's a great time.

There is a 6 PM Concert every day in the grand foyer of the Kennedy Center, the Millennium Stage. Sometimes it is boring for teens, but sometimes there is someone who would be very interesting. You can find out what is scheduled on their web site and let your sons decide. For example today they are doing a performance of Shakespeare's Romeo and Juliet performed by plastic ninja action figures. :-)

In Georgetown you can rent canoes or kayaks and go out on the potomac. The city is beautiful from the Potomac.

Visit a neighborhood. My favorites are Adams Morgan and Chinatown/Penn Quarter, but U Street/Shaw and Georgetown are good too (if the last is a tad touristy). Or go to Old Town Alexandria, very accessible via metro. In addition to restaurants that won't cost an arm and a leg you can see workaday, real washington!

Visit Mount Vernon. If you can afford it take the Spirit Cruise down to Washington's Birthplace.

The Air and Space Museum is a must see for teens with any interest in space and flight. It's probably the best museum on the mall for that age group.

Other Travel Tips
All of the monuments and Smithsonian museums are in the same area, it will be easy to take a day or two and visit all of those. My favorite monument is the FDR which is a bit further than the others. Also the Holocaust Museum is sad but is a very good museum. Also, the brand new Spy museum is supposed to be great, and teen boys would probably like it.
As much of the Smithsonian as possible...Arlington cemetery...Holocaust museum...SPY museum (really cool)...Georgetown is realllly nice. And of course any of the gov't buildings you can fit in...I really like the monuments too like Jefferson and Lincoln.

I recommend the Georgetown's waterfront and Old Town. Pentagon City Mall, The Air and Space Musem, the ESPN Zone, and the Verizon Center.
