Somehow people have gotten the idea that Summer starts at the June 21st solstice when the amount of daylight has maxed out. While this is an important astronomical event it really doesn't mean much in terms of the seasons. I think the best answer is really the simplest: it is summer when it is warm or hot outside most of the time. In the Washington DC area that means June, July, August and early September.

June - Good chance of nice, warm dry weather but hot sticky days crop up now and then.
July - Here comes the sun... hot much of the time and the humidity is rising.
August - Steambath. Hot and humid are the norm. Some days are terrible: 95+ with high humidity.
September - Starts hot, gradually cools with much less humidity.

Best times to visit: mid-April through mid-May and mid- September through October.
