Some options are

The Netherlands Carillon by Iwo Jima - there is a big lawn with a fantastic view of the city - accessible from the Rosslyn Metro Station. 6 - 8 on Summer Saturdays they have a Carillon Concert, otherwise it's not that busy.

The National Arboretum - Wonderful Gardens to walk through and a lovely picnic area.

West Potomac Park - unfortunately, this will be under construction soon, as the "Awakening" sculpture is moved and the peace garden is constructed.

East Potomac Park, around the Tidal Basin - lots of green space and benches, avoid the area right around the FDR memorial - since it gets more crowded. If you move counterclockwise around the Tidal basin from the FDR memorial, or clockwise from the Jefferson, you reach the area which is least frequented, so the place where you can most likely find solitude.

The Mall - if you do the mall, I'd gravitate away from the smithsonian, and check out the portion of the mall between the reflecting pools and Constitution Avenue. Constitution Gardens, and signers Island are a lovely place to do this.

Rock Creek Park

The C and O Canal park - along the water in Georgetown. The new park on the Potomac will be great too, when it opens.

You want romantic go to the National Mall at 12am-1am and check out the monument at night, they are amazing at night. Or watch the sunrise over the monuments. Besides for that for the afternoon Lady Bird Johnson Memorial Park is nice also East Potomac Park. I dont like the National Mall that much during the afternoon because there are alot of people but at night it is amazing.

I figured I'd add a few spots, and second the recommendation of the Arboretum.

Teddy Roosevelt Island- You get to it off of GW parkway, and it's basically under the Roosevelt bridge. The main plaza area is sort of Soviet looking (the statue might as well be of Lenin as Roosevelt) but the park itself is very nice, and usually fairly uncrowded.

The Bascillica of the Immaculate Conception- not to be confused with the National Cathedral, the bascillica is on the campus of the Catholic University of America in NE. There are nice lawns in front of it, and since school isn't in session it should be quiet there.

Great Falls- The main part of the falls is crowded, however if you hike a little ways off the C&O into the woods it's beautiful.

Harpers Ferry- Yes, it's in West Virginia, but it's worth the drive if you live in DC. There are great views from the cliffs that look down into the river and town. The Hilltop House is a great hotel if you're at that stage with your sweetie.

Shenandoah National Forest- If you're more the camping type, go here. There are wonderful trails and overlooks and clearings and meadows. You can also take a wonderful drive up and down Skyline Drive.
The mall area. By the way, the Mall is what they call the area where all the museums are.
Try Gravelly Point--it's a park at the end of the runways for National Airport. If you walk a little ways back, the noise from the planes isn't so loud, and there aren't as many people. You can have a romantic picnic overlooking the Potomac and all the city has to offer...
