Park your car and walk. Its the best way to see the city.
The Smithsonian museums are free and wonderful. There's a natural history, the national gallery, the American Indian, the aeronautics/space and several others. They're all together on the mall.

Also the Jefferson Memorial Lincoln Memorial, Vietnam Memorial, FDR Memorial, Korean War Memorial are right there and free.
my trip there last year
Do NOT miss the Smithsonian Institute, and the Library of Congress. There are literally thousands of monuments to see, I think you can still arrange visits to the White House, and although C_SPAN exists now, there IS a gallery where you can watch Congress in 'action'.
