DC for vacation. BMORE to live.DC
Both have a lot to recommend themselves, and it depends on what you are looking for. DC has everything for tourists - world class museums, fascinating and opulent public buildings, one of the best theatre and arts scenes in the US, encompassing everything from Opera to Shakespeare to avant garde painting to Go-Go, great neighborhoods, and incredible history. It can even be overwhelming. I love it. We've done 67 podcasts on DC tourism (admittedly 2 in Baltimore) and we have a huge number to go!

But DC can be overwhelming, and it also is very fast paced. If you're looking for something more laid back, Baltimore is very interesting, with some nice museums, a great harbor area to just hang out in - excellent aquarium and science museum, lots less walking, and a definitely different ambiance.

DC is all about government and democracy and great national things. There is a neighborhood side, too. Baltimore is more laid back and blue collar.

My choice (obviously) is DC.

But you can have both - if you are spending a week vacation, why not take the Marc train to baltimore for a day - see the Inner Harbor, Ft. McHenry, a museum or two, as well as all the richness of Washington?

And if you question is not about travel, and you are thinking about moving to one of these, it's a harder question.
To visit or to live? DC is the better place to visit with the museums, the Capitol, monuments, etc. All world-class and 99% of the attractions are free!!! However, and I speak from experience, it is a terrible place to live. The attitudes of the populace are WRETCHED. They all feel they are more important, and all are looking to take over the world. The cost of living is astronomical. The traffic makes one contemplate suicide.

Baltimore is a great place to visit as well. They have many good attractions, though none are free. However, it is a much better place to live. You must be careful because there are some REALLY bad areas in Baltimore (as with anyplace). The people are awesome, though. Everyone there realizes that fun comes first. The Inner Harbor is non-stop, something always going on.
From me, a native to the area:
Live in the Baltimore area and work in the DC area.
That way you get the best of both worlds.
This exactly what I do.
I get to have all of the culture that both cities offer.
And since I work in DC, I earn about 30% more than I could earn in Baltimore.
Why would you go to Baltimore?

There's more to see in D.C., the nation's capitol.
