Possession, selling or giving away marijuana is a federal offence in Canada. That means everywhere in Canada including Manitoba. Only in the case of medical use,under doctor supervision and supplied by a pharmacy, does the law itself flex.

There have been proposals to keep possession illegal but make it a lesser offence (IE not criminal). To date, the laws have not changed.

You will find that for small amounts, the police generally ignore possession. You will also find that recently there have been heavy convictions just for offering to share a joint.
