Check with your carrier to see if your phone will work on the networks in Mexico. Most newer phones are GSM triband and should operate in foreign countries AS LONG as you set up the service first. 2. I don't believe you can buy a phone in the US specifically for Mexico, but you may be able to purchase one there, or purchase a SIM card that would work on your phone.
